On a sad note, one of those Associates, Commodore Julito “Joy” Casillan AFP (Ret), PMA Class 1967, passed away a few days before the planned Unveiling of this Library. He was on our A-List of consistent contributors to this Library, as a knowledgeable and articulate Navyman and steeped in writing experience. He served as Flag Secretary, the most senior among the personal staff of the FOIC, Flag Officer in Command of the Navy, sometimes referred to as “little FOIC, given his weight and influence in the Flag Office.
